No voltage to 3rd brake light 700 1991

I have a 91 744 turbo whose 3rd light decided to go on strike. After I checked both the ground and bulbs were good but no 12v on the power wire by the bulb (and by the connector under the rear tray cover), I decided to go to trace the problem under the dash.

First I did verify the brake switch was working -- once the brake is pressed both sides are getting 12V. Then I checked if I had continuity to pin 18 on connector C1 to the brake switch. I did. But when I pressed the pedal I would not get 12V there. The diagram claims pin18 gets it's signal from one of the normal brake lights. Also, I know that this wire is not shorted to the ground.

What else should I check?
