Timing Counterhold tool does not line up 900 1992

I purchased the FCP counterhold tool. The cam gear and crank pulley are lined up with their respective marks. When placing the tool onto crank pulley the tool fits into crank slots but the top hole is about 3-4 inches away from tensioner bolt. Is there something I am missing? Is there a workaround other than the rope trick? Please help.
