780 wiper issues 700 1990

I'm trying to resolve an issue with the wipers on the 0l' 780 where if the outside temps fall below 45° they won't come on unless I manually grab a wiper and gently force it into motion. Once on they work as normal for the duration.

I'm thinking it's dried up lubrication, though I'm not ruling out a bad ground.

Either way, I need to remove the motor.

I've removed the leaf grill, I can see the motor under a plastic shroud, but I can't access it further. Anyone have ideas on how this is done? Is it similar to the 740?
