240 front brake-backing plate

Just removed the rusty crumbs of a '88 Volvo 240 front backing plates. I purchased the brake rotor backing plates part 1272469.
I have now found out theres a smaller shim plate that lays on top of that rotor dust backing plate. Part # 1272102

Since this was practically all rust crumbs also .....can I live without it?
Part: 1272102?
Or is this a important part to hold the inner spindle seal in place?
