88 240....overdrive relay , how to test? 200

the car will not shift into 4th...when I look at the relay the one contact on the coil of wire stays closed...the OD light is on ...does that mean it is supposed to be in over drive but something else is wrong..if push the button on the shifter the light will not go out...any suggestions....? thanks , Kris
