Weak horn 200 1993

The horn on my car is very weak. It's barely audable.
In front of radiator there are two horns, one that looks like curled up trumpet, and another kind of round. Connections are OK. What else could be wrong? Also, I don't hear the seat belt warning buzzer. However, the red light is on. I'm not sure if there is relation between the two.
Fuses are fine, I checked them all.
