heater is not working 900 1993

MY heater started acting up last winter by not coming on and when it was on it only had one speed, high. Sometimes i would turn it off and it stayed on high. During the summer months the blower did come on when tested, but now that its cold, i have no blower again. I mean NONE...
My question is how do i test to see if the blower is malfunctioning or the controller. At present time i don't have money for guessing. Why can't it not work in the summer??? lol
I have posted on here before and received great responses, so thanks in advance.
