In tank pump buzzing. On it's way out? 200 1990

Picked up a SW recently. When I was climbing around in the back seat I heard a buzzing from the tank I had not heard before. Does it usually mean it on it's way out? Can a clogged sock make it buzzz? I have no experience with the pumps. I just try to figure out what to expect, plan my finances you know.
