92 245 passenger side strut spacer 200 1992

Okay folks, I finally got around to finding the root cause of why the gland nut (BILS HD) ripped out. It appears that there is an aluminum spacer in the bottom of the tube. My question is how should I remove the spacer? Does it come out the bottom of the strut tube, or does it have to be pushed out through the top of the strut tube?

I haven't looked extremely close at the bottom of the strut tube but it appears that there might be a steel ring around the spacer holding it in place.

NOTE: This spacer seems to have been installed at the factory.
