heater control valve - rebuildable? Also, free steering bellows on offer 200

It is going to cost me $100 to buy a replacement heater control valve. Is it possible to repair these things? I have an 82 GLT and the heater just won't shut off. I have tried to adjust the cable to get the control to absolute minimum but I am still experiencing hot air blowing out of the windshield vents. Not such a problem in the winter but I am forced to open the sunroof because of the temperature in the car.

I only have the driver's side panel off and cannot see how the thing is held in place, i.e., are there a couple of screws that hold it or what? Before I open the whole thing up I thought I'd try to get some kind of idea of where I am going to go with it.

The valve is not leaking or misbehaving in any other way, I might add. I'd just like to be able to turn it off.

On another topic, I recently replaced a steering rack and I ended up with a left side tie rod bellows that has only been on the car for a few days [I decided I couldn't rebuild the old rack at that point]. It has a little oil in it but otherwise is in new condition. If you have a torn boot I'd be willing to send it to you for the price of postage. It would be a shame to see it sitting around on my shelf drying out and cracking. They are about thirty dollars to buy.
