does not start - buzzing from fuel pump relay 200

Hello,

My 1986 240 cranks but does not start, when turning on ignition there is a buzz coming out from fuel pump relay for a few second, then nothing.

I tried to replaced relay with a new one I have - did not help
I tried to connect fuses #2 and #4 - no sound from the pump

Does it mean the fuel pump is done or could it be something else?
