new engine harness; still no start 200

Volvo 240:

Original problem - would not start. Replaced engine harness. Cranks well. 3/4 full tank of gas.

Voltage at main relay and fuel pump relay lit up test light. Jumpered from fuse 4 to fuse 6 and both fuel pumps ran. Opened ECU to check for bad connection and water damage but looked good. Inspected fuel pump relay for bad solder connections but all looked good.

Hooked up test light to orange wire at AMM and ground but test light did not come on.

Any ideas would be appreciated.
