Emissions test 200 1993

My 1993 240 passed yearly emissions test. I took a look at the numbers
and one thing caught my eye. The NOX on high RPM was 953, with "Standard" being 970. In other words in barely made it...
Next I took a look at last years data, just for grins, and the number was 983 with "Standard" being 1006. My last years numbers were worse, but the standard was higher. What does this mean? Are they lowering the "Standard" threshold as the car ages, or am I missing something? With this logic car will surely fail the test next year...
