1985 turbo wagon...low brake pedal 200

I have been dealing with a low brake pedal problem and cannot find a solution. I replaced the vacuum brake assist then master cylinder. The fluid when I changed it was like choc. milk so I took it to a guy who is a pretty good Volvo mech. He replaced the fluid in the system, re-bled...still pedal goes about an inch from the floor...he changed several hoses that we looking sketchy, re-bled same results. Thought maybe the master cylinder was a bad one, changed, still pedal is very low. Pedal does not get higher with pumping and seems higher and harder with the engine off, as soon as it is started pedal goes low when applied. The engine runs fine, no vacuum leaks...Pads are all good. I as well as the mechanic are puzzled. I am tempted to put the old vacuum booster back on, but I have nothing to base why I would do that other than desperation. Any thoughts....Thanks in advance to any responses
