Another Seat Heater Question... 200 1991

My 91 245 has heated seats. There is power at the fuse, and the switches are good, but there is no power getting to the switches. Assuming there isn't a broken wire, is there a relay or something in between the fuse panel and the switches? If there is a relay ... where is is?
