Heater fan motor not working 900 1991

1991 940 GLE b234f sedan
The car is mint and has almost never seen winter. The car is unbutchered, I take prestine care of it. This is the first winter in ten years on this beauty.

PROBLEM:
This morning, the heater fan is not coming on (at any speed).
I checked the fuse 6 and it is OK. The A/C compressor clutch is not coming on either.
I assume there is either no power going to or coming out of the climate control unit? Is that what is referred to as the ECC?

What are the weaknesses with it? Is there another fuse somewhere?

I spent a total of 5 minutes on the car, had to go to work. Looking to gather information now.
