265 wagon....idle increases as car warms up 200

I'm hoping someone can lead me in the right direction with this mechanical problem. I just resently purchased a 1976 Volvo 265. I've been able to correct almost all the minor mechanical issues that come with any 35 year old car and really enjoy driving this wagon.
My only remaining issue with this car is, it will start right up cold and idle at about 1200 rpms, as it warms up, it settles down to around 1000 rpms, but as it gets hotter (operating temp), it goes up to around 1800 rpms in neutral. When I put it in gear it drops down to around 1000 rpms and idles a little rough, but driveable and without issue, but when going from drive to reverse or park, it revs up again.
I've tried adjusting the idle controls and air/fuel meters and can get it to go down to 1000 when in park, but then it will die at stop lights. The air pump is not working and some kind of electrial device that is shown in the repair manual that is connected to the idle screw is missing, but it seems like I should be able to make adjustments without these items or maybe not.
I know this is a long post, but hopefully someelse might have a suggestion on wear to look. As an aside, I will not be replacing the air pump, just to expensive, so if that is the issue, I will just have to live with the higher idle in park and neutral, cause it does drive in the condition it's in.
