Alternator overcharging; first step change out the regulator brush assembly? 700 1988

My son reports that his 1988 744t is intermittently pushing the voltmeter into the red on the gauge. When this happens it is accompanied by a "whirring" sound.

In a defensive move he switched on the rear defroster and the headlights which drops the needle out the red.

The battery is only a month old. My first thought is to replace the regulator/brush assembly. Seem like a plan that might be successful?
