Grind/ Clunk/ tire scrub on turns? 200 1990

My 1990 driver has a variety of mild vibration issues (braking, rough roads, turning).

Lately I noticed a clunk and tire scrubbing/ skidding when turning hard from a stop eg. pulling out of a parking space; turning in a narrow driveway. The tires seem to be wearing quickly.

The rubber bushings (dust caps) on top of the shock tower are cracked. Nothing underneath is loose (although perhaps I just haven't found it).

I suspect it's way out of alignment - wear & scrubbing. I don't want to do that until I find the source of the clunk.

Any ideas? I'm going to go over it again tomorrow.
