Idle surge at start then high idle when warmed up. TPS or maybe IACV? 200 1991

Hello,

When I start my cold car the idle surges twice then settles down to normal or maybe 900rpm. After it is warmed up rpm at idle in P or N go up to around 1200. The other day when I replaced the starter I cleaned the IACV to but forgot to reconnect it. It started up perfect with 700 rpm and I thought I had fixed but soon realized my mistake.
When I first was looking for an answer to the problem it seemed to be the TPS but when it ran better without IACV connected I was thinking that was it. What do you pros think? BTW forgot to mentioned the TB was cleaned to recently.
