If I can't identify the part do I really need it? 700 1989

For a while now I've wondered what is the purpose of the plastic flap under the car that protrudes about 1 1/2" on the drivers side. It is positioned just forward of the rear seat pan and appears on only one side, unless it already missing from the passenger side. Yesterday I backed over some icy packed snow which left it hanging by a thread of plastic and noisily dragging on the road surface. I traded cars with the wife and got a better look at it after work and found it easiest to just pull off since I don't like laying on the driveway in 10 degree weather. Should I bother to install it when it's warmer?
