does brake light relay control all brake lights including center 200 1987

I was recently alerted to the fact that my brake lights were out. I checked the
taillight assemblies and the right hand brake light was out of the assembly and the circuit board completely torn through. The cover was off so something must have rubbed up against it and done the damage. I replaced the circuit board from bone yard but I still have no outer brake lights. The lights come on and the center brake light comes on but that's it. I've always had issues with the 240 taillight assemblies but not this particular issue. Ground seems o.k.
Any help would be greatly appreciated.
