Tensioner going bad 10,000 miles after belt change 900 1994

Belts and water pump changed in a 1994 940 turbo by previous owner at a Virginian Volvo dealership at 107,000 miles. Getting that cold weather shriek at start up and have isolated a bearing like noise coming from the tensioner location using a hose.
I'm assuming its the tensioner. Are there other components that can be in question here? And can I just remove the top cover for the timing belt and replace the tensioner without removing the timing belt.
