Still No Start 200 1980

Here's a follow up to my prior posting

The car starts only 50% of the time and only if I use starter fluid and step on the accelerator pedal. I cleaned the spark plugs (black soot) and confirmed gap at .028"

I was unable to set timing with the engine running. The timing mark was steady, but I could only adjust it between 20 and 40 degrees by rotating the distributor. I rotated the crankshaft to 0 degree and the camshaft marks aligned and the distributor pointed to cylinder 1. I do not believe that the teeth were off by a notch. Help!
