Loose Heat Shield/Shroud on Exhaust Piping 700 1989

Vehicle developed rattle and I checked under the right front wheel and discovered a loose heat shield/shroud that was rattling. It looks like a little corrosion caused it to break loose. Any tips for a cheap fix? I could get it tack welded at a local shop but I'm not sure if that's the answer either.
