hard starting 200 1989

vehicle sometimes hard to start. exhaust has strange smell also excess carbon in tailpipe openning. have code 232 test block pin 2 book says fuel system compensating for rich or lean air/fuel mixture at idle. I believe it is rich because of fuel smell and carbon. checked the throttle switch it seems not to be working right according to bentley at test point 2 the test light keeps blinking when throttle all the way open and closed. has anyone run across this problem?
