Instrument & Control Panel Light failure w fog high-beam indicator on 900 1994

need some direction. 1994, 940, 210,000 miles.
instrument panel, control panel and console lights failed. When outside temps were below 30f, everything worked until engine warmed up. Then lights did not work; but, fog indicator and high-beam indicator on the dash came on. headlights worked all along and the car does not have fog lamps. Now that temps are in the 50s, lights fail from cold start. Ideas? Suggestions?

PS: Noticed that if I turn ON the fog lamp switch the fuel gauge power fails. If the fog lamp switch is off and I slide dimmer switch down (to off) the fuel gauge power fails.
