Cold (and I mean cold) start nightmare 700 1987

Hi, all.

My '87 744T is the most cold-blooded beeotch I've ever driven. Cold starting is very difficult. Symptoms as follows:

Temps somewhere around -17 to -20 F (-27 to -30C)
Car is plugged in. Block heater is functioning, hoses are warm.
Car cranks for almost a minute before firing.
Car stumbles and dies.
Car starts again almost immediately, runs normally, heats up quickly, all is well.
Problem is substantially diminished in warmer weather, but still present.

It acts very much like it isn't getting any fuel. The battery is good, if a bit overburdened by all that cranking. Is it possible that the fuel is draining out of the system and back into the tank?

Ideas?
