Steering rack u-bolts. How much are they suppose to stretch? 200

When I tighten with my regular socket wrench, they seem tight. But when I use my torque wrench there seems like theres no end to it. It just keeps tightening.
How should I approach this? I dont want to break them, or over tighten.
