740 cruise control 700

Cruise control on my 740 wagon isn;t working - vacuum hoses are all OK, brake lights and turn signals work, but I'm not sure the vacuum pump is working - does it run whenever the cruise control is turned on, but not set ? With the engine idling and cc turned on, the pump is not pulling any vacuum.
