ignition switched on NO cluster warning lights or working gauges 200

attempting to finish a 1990 wagon project.
the car will start and run well first time every time

the alternator charges only at 11.6 volts,
the regulator is good
the alt is good
with the ignition switched on 12 volts never reaches the red exciter wire

in either ignition switch position II or running
the cluster warning lights NEVER come on.
the only light which comes on and rings when the engine starts is the seat belt red light.

the cluster back round lights work,
the headlights work,
turn signals work,
when the headlight are on the bright light warning alights.

with the car driving the speedometer does not work
after a short while driving the battery earning lights red indicating no charging
the temp gauge does not work
the clock works
the fuel does not work but that is because the sending wire connector is broken.

any help would be greatly appreciated
