Temp gauge malfunction

My temp gauge reads all the way hot. I have had it tested and it is not running hot. I replaced the old style instrument cluster voltage regulator with a new Texas instruments one. That fixed my gas gauge but the temp gauge is still going to hot. Can anyone help?
