3rd (high) brake light ON; and turns off when I step on the brake!!?? 200 1990

I'm not sure where to start on this one but here goes. With no keys in the ignition, if I step on the brake pedal the following happens:

a few relays click on, the overdrive arrow lights up, and the seatbelt warning indicator lights up.

If I then start the car, the rear defroster is automatically ON, and the 3rd brake light is on, when I press the brake pedal the two main brake lights turn on, and 3rd brake light turns off. It seems like everything returns to normal when the rear defroster times out.

It doesnt always do this, sometimes its perfectly normal. I'm thinking I have a bad ground somewhere or perhaps the bulb failure relay is going wonky. Any suggestions on where to start??
