steady voltage from 02 sensor - dead for sure? 200

Hello,

I've been having the fuel trim codes and CEL for a while now. The last few times the CEL has come on, I've been checking the O2 sensor wire vs. ground and I'm getting .3v steady. No fluctuation between .1 and .8 The voltmeter is functioning and I tried several different ground points with the same result. Is this a certain sign the 02 sensor is dead or can there be other causes of the steady voltage reading?
