Transmission pan filler tube 900

Is the bigger pan nut that the small filler tube nut screws into meant to come loose? In the process of attempting to remove the filler tube at the pan, the larger nut started turning. Now that I'm tightening it all up, the bigger nut is leaking fluid right at the pan. I have tightened the larger nut but the leak won't stop. Is there a way to tighten the bigger nut on the pan side or did I do something wrong?
