Fuel Pressure regulator 900

Hi

I have a question about the fuel pressure regulator in a 1994 940.

If I apply 15 inches of vacuum on the regulator should the pressure in the fuel rail drop to zero almost immediately?

Fuel rail has 40 psi and car will no longer run, but when it was running the stench of fuel was horrible.
