Brake lights not working - upper rear window light does work 200 1991

I'd appreciate any input on my brake light quandry. As noted above, only rear window light works. I've pulled the "tomato can" relay and replaced with two other junkyard relays. This did not solve problem. There is a little difference in Part #s on replacements which came out of '89 240s. My '91 had 1362370. 89s had 1362367. Exactly same size and configuration.

I took apart the original relay to check for solder cracks as per Art Benstein's picture that I found. It looked fine to me. I checked for 12V at the bulbs with the pedal depressed and got nothing. I then pulled the two wires at the pedal switch and ran a jumper across them. The upper window light illuminated but the two lower lights did not come on. That's all I've done at this point but would like to solve this problem. My wife and I have both been issued citations over the last two days as this is a car that we must drive. Thanks for any help/ideas.
