Recap of Emissions failure repairs 200 1988

FYI

I've been posting on a variety of issues over the last two months due to my 1988 244 DL failing a No. Va. emissions test for the first time and have gotten her through with numbers I haven't since 1999 and 2001.

So here's the whole story as I understand it. I've left out a lot hours of tests that checked out and no action was taken on.

Note that there were no noticed changes in MPG or starting before the test failure.
I get 21.5 mpg (+/-) and the engine turns over on the first turn or two of the starter.

07/22/2004 Install platinum plugs that turned out to be a source of starting problems years and years later - I have not verified if they were the correct spec.
03/10/2005 Replace exhaust system with Bosal parts.

I back tracked a very quick and dirty paint over a crack with POR-15 and found that one of POR-15s combustion by-products is NO.
03/23/2011 - set up tach and timing light - warm engine
-- ground air control valve test point - engine RPM does not change
-- adjust idle knob 1/4 turn - no change in Tach; reset to original position.
- RPM stability problems start. Can't set stable idle speed.
03/25/2011 idle air control valve (IAC)
-remove
--clean with Valvoline Carburetor Cleaner
--electric test - high on one side
---center pin 12 V feed
----side pins to ground
alternately open and close valve - operates.
IAC looks okay.
03/26/2011 Notice very slow drip from radiator hose above distributor - tighten.
Car has an intermittent hesitation and lose of power at 20-25 mph.
03/28/2011 Big mpg drop - 15.43 mpg
03/29/2011 - Replace tail pipe and under axel pipe with Starla products and unlike the Bosal are the right size.
(I strongly recommend and investment in an exhaust pipe expander to get a good fit a connections)
Swap out Bosal catalytic convertor, resonator and rear muffler with original Volvo parts from 2005.
- Replace Oxygen Sensor (the air vents were partially blocked).
03/31/11 - Clean throttle body with carb. cleaner.

Free Retest Emissions.

04/02-2011 15.16 mpg
- Still having hesitation and idle stability problem.
04/12/2011 - Remove throttle body to access PCV oil vapor trap.
- Replace IAC (idle air control) valve
- Replace Temperature Sensor while I had throttle body off. The old sensor was not out of spec.
- Pull PCV Oil Trap, hoses and Flame Guard
-- no clogs, nothing noticeably dirty (I change my oil every 3,333 miles.)
-- wash with soap and water, dry
---install with new OEM ‘O’ ring (33mm ID, 1/8” dia)
- Check timing (still good)
04/16/2011 Mileage is back to normal - 21.23 mpg
04/17/2011 - Replace Distributor Cap
- Replace Distributor Rotor
- Trouble adjusting idle down low enough.
-- Remove idle control knob and flush inside with carb cleaner (this should be done when throttle body is cleaned)(also I read, after the fact, that fuel injector cleaner is less likely to damage plastic parts and gaskets in the throttle body than carb cleaner (?) ).
- Set idle (note that there was not a noticeable change in RPM when IAC was grounded but idle is stable.
