Voltage regulator Q's 200 1993

Ok, the latest kerfluffle with Mrs. Millie:
A few no starts solved by a jump prompted me to check battery voltage (12.44) and alternator output: (cold - 12.7 w/ headlights & fan 13.0 w/o any accessories on, warm - 12.5, after I've driven to work). Should be 13.8, so checked Bentley and and it says to measure voltage at D+ (61) w/ ignition on; I read 1.8V (same as brick #2 which is not having these issues). But I think Bently should say measure D+ with car running to check alternator output? My second question is - time to put in a new voltage regulator? This alternator is an 80A Bosch rebuilt, installed about 1 year ago.
