A/C clutch does not engage 900

Hi everybody
This is about a Volvo 940 from 1997. It has manual A/C, but no cooling.
I realized the clutch never engages. First, I emptied the refrigerant and pulled a vacuum. It does hold fine over night. I tried to refill, however, the clutch never engages, even at 45PSI on the low side.
Fuses (No 6 and No 16 are fine), blower fan and heating works fine.
So... any ideas what to check next? Replace the clutch? Any climate control fuses or relays I am not aware of?
