1980 na gasoline 240 hard to start cold 200

can anyone offer directions to go for a hard to start when cold 1980 240.

1. both fuel pumps, filter and fuel accumulator have been replaced.
2. 2 new per injector seals installed, injectors appear to spray properly
3. cold start valve sprays normally
4. cold air auxillary valve opens and closes properly
5. all hoses appear undamaged
6. the engine wants to start and indeed fires instantly but then stalls out after a few second. it does not want to idle.

eventually several minutes it fires and stays running with gas pedal coaxing. when warm or hot it starts, restart and runs as it is should.

any thoughts very much appreciated
