89 245DL No start, fuel delivery 200 1989

I have been trying to pinpoint the no start fault in my 1989 245DL. The starting system is healthy, but the engine isn't getting fuel and the pumps aren't making any noise when I turn the key. When I jump fuses 4-6, I hear the whir of the pumps. Does that mean I need a new relay? Or do I still have some detective work to do?
