AC Question 200

I was working on my 1990 245 tonight and noticed the AC Tube was not connected to anything. Then I looked closer and it appears the AC has had some creative engineering by someone in it's past. The AC Does work and the PO had replaced the evaporator I believe.

Does this look normal?

What does the AC control wire/tube actually do?
