Hood Brackets 200

hello, to anyone who might be able to help me...
recently have had to replace the Hood Brackets on my 89 Volvo 240 DL, Station Wagon.
The last Brackets got bent ( somebody hit me)
went down to the local Junkyard, found my exact car and make and brackets are in great shape.
However i can not get the hood to lay down real well. It is raised up by about 3 inches.
Tried everything. Does any one have experience with this? The set screws to raise and lower the hood are
down as far as i can get them.
Any help would be appreciated.
