Alternator question 200

A new problem has cropped up on my '87. Up until last week, when I started the car, the voltmeter would immediately read in the 14-15 volt range. This past week, when the car is started, the voltage is down at 11 or 12 until the engine is revved up. Then the voltage goes up to 14+ volts. The brushes and regulator in the alternator were replaced about 4 months ago, and the ground strap is nice and tight. What's going on?
