Crazy Speedometer 700 1992

Speedometer sticks at zero, 70, or 90. Seldom works properly.

Odometer also is not working. I have read the FAQ, but I am wondering if these symptoms point to a particular issue.

Last thing I want to do is tear apart the speedometer and change capacitors!!
