Fuel Injections not firing 1800 1973

Just finished a 1100+ mile trip in my ES. It ran well at freeway speed, but I was not trusting it at low idle or low speed. It had a tendency to stall or run real rough below 1500 RPM. Today I checked the plugs, cap, rotor and fuel pressure- all are within specs. The plugs were a light brown. After checking everything and still not getting it to run better, I pulled the injectors and disconnected the Neg. side of the battery. I set the key to "run" and then from under the hood touched the Neg. to it's post. the injectors #2&4 fired off but 1&3 did nothing. Now I should say here that I'm running the 123 Dizzy, so at this point I reversed the white and yellow wires at posts 21 & 22 that go from the distributor to the ECU. Still the same results. Then I plugged the wires for injector 4 into 3 and it fired off with a squirt of gas when I touched the cable to the battery post. So I believe that the injectors are OK and also the dizzy. So now I need to find the short from the distributor to the injectors. Because it is 1 & 3 injectors, I'm wondering if there is any common circuit That they share? I did change the ECU (used spare) before the trip, and it did not seem to make any different. I am going out to the shop now and check the bank of ground wires on the manifold just to take that off the table. Any thoughts on this will REALLY be appreciated.
