Surging 200 1988

1988 244: Suddenly, the engine is surging. It will continue for many minutes, taking a break for maybe half a minute, then surging again. I felt that maybe there wasn't enough air getting through, so I changed the air filter: a little better, but not totally gone. It revs lower with the surge, but still revs by itself. I am hoping that the ECU or the air mass sensor isn't the possible problem, but I have been told that these two are prime culprits.

Any suggestions?
