Need to free up Distributor for timing adjustment. Bolt is loose but dist.will not turn. 200 1982

I want to adjust the timing on my 82 240. I have attempted to free up the Distributor on my recently purchased 1982 240. I loosened the lock-down bolt but the distributor & tapped on the unit base but it appears frozen in place and will not rotate to allow for any timing adjustment.

Anyone experience this before? Got a solution? What about applying HEAT?
