Regina Fuel 700 1991

I just picked up a nice 91 745 W/Regina, i have never owned a Regina system, i determined the issue with the car is a dead fuel pump, i pulled the pump hooked up 12V and got nothing out of it, my question arises when i used my volt meter prior to pulling it.

Before pulling the pump i was checking for voltage at the pump, when the Key was in KPII i would get 12 Volts for about 1 second, then the line would go dead, i tried a different FP Relay and this did not change, is this normall? was the old Fuel Pump possibly shorting back through? not familiar with the Regina so any advice or help is appriciated.
